It is responsible for the rational management of human resources, for upgrading their skills, and addressing employees\u2019 demands.<br \/>\nIn order to fulfil its responsibilities, the Department handles the recruitment, reassignment, transfer and secondment of personnel, following the procedures imposed by the applicable institutional framework.
